SRINAGAR: ‘Digital India Programme’ was formally launched in Kashmir Valley on 2nd July 2015, with the government promising to offer maximum benefits to the state’s populace.
Minister for Information Technology Moulvi Imran Raza Ansari inaugurated the programme at SK Institute of Conference Centre (SKICC) in a function organised by the Information Technology department through its e-governance agency and JaKeGA.
Speaking on the occasion, Ansari stressed on the need to sensitise people about the ongoing activities under the programme and highlighted its importance as an effective tool to provide efficient governance.
“Digital India refers to government campaign to digitally deliver essential services to all the citizens and raising digital awareness among the people. The programme will bring in public accountability through mandated delivery of government services electronically,” he said. The Digital India is an ambitious programme aimed to “transform India into digital empowered society and knowledge economy”.
Envisaged by the Department of Electronics and Information Technology (Deity), Digital India will be implemented in phases till 2018. The Jammu and Kashmir government on Tuesday constituted State Committee headed by Chief Minister and Apex Committee led by Chief Secretary for the implementation of “Digital India Programme” in the state.
With a view to provide government services to the citizens ‘electronically’, government said the State Committee has been constituted to provide an overall vision, broad policy direction and guidance for implementation of “Digital India Programme” in the state and to review its status.
Besides Chief Minister as chairman, the six-member State Committee includes his deputy, ministers of finance and information technology, chief secretary and administrative secretary information technology department.
Similarity, a government order here said the Apex Committee will be headed by Chief Secretary and its members include Financial Commissioner Revenue, administrative secretaries of planning and development department, finance, GAD, information technology, and departments taking up e-governance projects as well as state information officer NIC (special invitee) and Technical experts( special invitee).
The terms of reference(s) of both the Committees, the government said, shall be to steer the design, planning and execution of Digital India Programme; to provide domain knowledge and arrange resources; to coordinate with respective stakeholders in state government for successful implementation of Digital India Programme; to monitor and review the progress of digital India; and to allocate required resources, set priorities amongst the projects and resolve inter-departmental issues at the state level.
The minister said: “As part of Digital India, our vision for Jammu and Kashmir is to ensure that our economy transits to digital-based economy”.
“The Government is committed to provide world class IT infrastructure in the state. There will be broadband highways, OFC running through the length and breadth of state, significantly improved mobile connectivity, high-speed public access to internet, and business friendly environment.”
